The Disciples of Justice (DOJ) were a terrorist organization that was led by Zerrel. This organization consolidated vast amounts of war materials and advanced technology.

Advanced Technology

The advanced technology used by the DOJ were the result of Zerrel and key founders combining wealth in secret and occultic practices that allowed them to draw knowledge from dark spiritual forces,

Dark Magic

Zerrel was a known sorcerer, these abilities amped his combat skills and bending powers. Karanga regularly studied dark magic as did Demarius. A certain level of the practices were known throughout the organization and certain dark cultists participated in rituals with Zerrel to enhance their organization's chances of success.

Brutality

The DOJ was known for being brutal in its methods and doing whatever it deemed necessary to accomplish success. This made it difficult for Zuko, Macai, and others to keep up with them.

Inner Hand

The Disciples of Justice had influential agents in high government positions who sabotaged the Fire Nation, Earth Kingdom, and Water Tribe indirectly. Some members had lower positions as police officers and would use their loyalty to the DOJ to weaken those countries from within. The DOJ often paid, anonymously supported, or manipulated smaller terroristic/criminal establishments in order to undermine their real foes.

Messengers

Messengers are a special group of terrorists and raiders in the Disciples of Justice. They wore white masks with yellow markings and had light grey uniforms with hoods. These messengers traveled in small teams of 3-15 as they attacked towns, lead assaults on cities, hit political locations, rescued prisoners of war, kidnap hostages, and publicly assassinated key targets. Messengers were meant to instill fear in their enemies, undermine the ability of the states, and directly communicate messages to citizens or government officials.

Messengers were skilled fighters who were known for being fast, agile, and light on their feet. They used a wide variety of weapons. Messengers included benders and nonbenders in their ranks. Only the most fanatical, loyal, and dogmatic members were allowed to be messengers. In addition to this, they participated in a five-week training program that focused on agility, reflexes, speed, and endurance.

Liberation Guards

Liberation guards were Zerrel's personal escort. These warriors mainly consisted of nonbenders and used multiple melee weapons in combat. Unlike messengers, liberation guards near exclusively used melee weaponry rather than ranged weapons. Like DOJ troopers, liberation guards had durable armor. However, liberation guards were more skilled than most DOJ troopers. Liberation guards were selected from a pool of the most promising DOJ trooper recruits and underwent an incredibly rigorous three-month training regimen in order to get their position. If a guard failed, they were allowed to become standard DOJ troopers.

Brutes

Brutes or vanguards were heavy troopers in the Disciples of Justice. They were known for their large size, height, thick armor, and durability. Brutes included benders and nonbenders alike from all nations. These mammoths constantly lifted heavy objects and ate enhanced foods to maintain their psyches.

Enforcers

The DOJ had several enforcers who were top-ranked leaders in the organization. Each enforcer had some sort of specialization. The enforcers included:

  • Haresh: Second-in-command of the DOJ, lead motivational speaker (outside of Zerrel), offensive coordinator, and chief firebender instructor.
  • Beruto: Lead trainer of the DOJ earthbenders.
  • Tufen: Lead trainer of the DOJ waterbenders.
  • Voren: Commander of the DOJ Wingmen (flying warriors with metal wings).
  • Karanga: Head of the DOJ shadows (assassins).
  • Solven: Tactical general and advanced warrior with acid shooting wrist pumps.
